Uttlesford District Council places a great emphasis on transparency, which is a fundamental aspect of local government.

We are committed to protecting your privacy rights as a resident or visitor and when you use our services.
To comply with Data Protection legislation (the General Data Protection Regulation (GDPR) and the Data Protection Act 2018), the council is registered as a Data Controller with the Information Commissioners Office (ICO).
Asset management - local authority owned land
The council publishes an annual Asset Management Plan. The Plan includes a register of Uttlesford District Council owned/operated property.
You can also search for property assets across Essex by using the Essex Property Asset Map (EPAM).
Every year the council sets a budget which shows the amount of income it expects to get and how it will be spending money over the next 12 months. The budget for 2018/19 was approved by Council in February 2018.

Uttlesford District Council has agreed a new constitution which sets out how the council operates, how decisions are made and the procedures which are followed to ensure that these are efficient, transparent and accountable to local people. Some of these processes are required by the law, while others are a matter for the Council to choose.

Each councillor is given an allowance to ensure that they are not financially penalised for completing their council duties. Annual reports on the allowances claimed by councillors are available.

Attendance statistics for the are now available for all councillors at meetings of the Council, Cabinet, Committees and Working or Task Groups to which they have been appointed as a member.

Executive Notice of Key Decisions and Record of Decisions Made
Details of key decisions that are planned to be made or have been made by the council's decision making bodies, such as Cabinet.
Any payments to suppliers of more than £500 are detailed in spreadsheets available here. As a result of changes which came into effect in June 2012, from the 2nd quarter of 2012 (1 July to 30 September), payments to suppliers of more than £250 have also been published. From April 2014 payments made using Government Procurement Cards (GPC) are now included.
Under the Local Government Transparency Code 2015 councils must publish information about their counter fraud work. Data available includes statistics on the total number of fraud cases investigated and total amount spent by the authority on the investigation and prosecution of fraud.
Grants and awards to voluntary, community and social enterprise organisations
The council publishes grants and awards data which includes payments of grants and awards to voluntary, community and social enterprise organisations.
Under Regulation 113(7) of the Public Contracts Regulations 2015 (and as set out in Procurement Policy Note 03/16 issued by Crown Commercial Services) we are required to publish, on an annual basis and covering the previous 12 months, details of the percentage of suppliers and prime contractors invoices* paid within 30-days.

Parking Revenue Account
Uttlesford District Council is a member of the North Essex Parking Partnership. Revenues collected from on-street and off-street parking and data on parking enforcement notices (PCN) is available on the Parking in Uttlesford page.
The council provides a number of number of car parks in Great Dunmow, Saffron Walden, Thaxted and Stansted Mountfitchet. Details of the number of marked out controlled off-street parking spaces, hourly charges, and disabled spaces can be found on the Parking in Uttlesford page. Uttlesford District Council does not offer on-street parking.

Trade union facility time
Local authorities must publish information on trade union facility time including the total number of staff who are union representatives, total number of union representatives who devote at least 50 per cent of their time to union duties and the names of all trade unions represented in the local authority.
