Local Plan - how to view the pre-submission document and respond

Copies of the Draft Local Plan, which was approved for publication at a meeting of Uttlesford District Council on Tuesday 19 June, are now available on the council's website.

Known as the 'Regulation 19 Pre-submission Local Plan', this is the final stage before the plan is submitted to the government for independent examination.

Local residents and other interested parties, including statutory bodies such as neighbouring councils and government agencies, have a further opportunity to comment on the content of the draft plan.

Comments are invited from today (25 June) and must be received in writing by 5pm on Monday 13 August 2018.

This stage of the process is focused on whether the plan is legally compliant and whether it meets the four 'tests of soundness' as set out in national planning policy - that is, is it positively prepared, justified, effective and consistent with national policy.

The quickest and easiest way to read the Pre-submission Local Plan and to provide feedback is via the website: www.uttlesford.gov.uk/draftplan2018.

Paper copies of the document are available to view at the Uttlesford District Council Offices in Saffron Walden, at libraries and mobile libraries in the district, at Uttlesford District Council's Customer Service desk at Great Dunmow Library, and Thaxted Community Information Centre. Copies have also been distributed to town and parish councils.

How to submit your views

There are different ways to send in your comments:

Online - visit www.uttlesford.gov.uk/draftplan2018. This is the quickest and easiest way to read the Pre-submission Local Plan and to provide feedback. Alongside the published plan is a form which is designed to help everyone follow the guidelines and submit comments in the right way for the planning inspector.

Via email - The comments form is available to download from the council website. Responses should be sent to planningpolicy@uttlesford.gov.uk

Via post - A paper copy of the comments form can be used, which is available from the council website or the District Council Offices or libraries. Written responses should be posted to: Planning Policy Team, Uttlesford District Council, London Road, Saffron Walden CB11 4ER

It is a requirement of the Local Plan process that comments can only be accepted if they are received in writing (online, via email or via post). Comments made verbally or anonymously cannot be accepted, although council officers will help anyone who requests assistance. The council is obliged to make all representations available for public inspection on its website.

Next steps

Following this stage of the process the plan will be formally submitted, along with the representations received, later this year to the Planning Inspectorate. It is anticipated the hearing sessions for the public examination of the plan by a Planning Inspector will commence in early 2019.
